The success of an Anti-Poverty Alleviation Program in the Philippines rests squarely on the favorable response of civil society in each region which must be properly organized and efficiently functioning .in order to effectively co-partner with the government, both national and local.

The experience of Region I in co-partnering with government in many of its different programs and projects implemented by the various government line agencies through the NGOs demonstrates the possibility of properly organizing and uniting themselves in order to respond fully to the special needs of each government program or project in order to insure successful implementation.

What can we do to enhance private sector participation in regional development? What will enable us to do this (Who? and When?)

1. Adopt a PSR Scorecard or Appraisal System
a. Prepare a position paper for the consideration of the RDC and the RANGO Directorate.
b. Design and agree on a Scorecard. (NEDA Secretariat with PSR to work with Convenor .
c. Get RDC approval and adoption of Scorecard (PSR Chair and Co-Chair.)

The government now recognizes the significant role that non-government organizations (NGOs)  play in the development process. The ability of the government to provide basic services at the community level has been quite limited in the past, hence, volunteerism was actively welcome and NGOs were regarded as important partners in the development, in view of their demonstrated capacity to work effectively at that level.

AS PRIVATE SECTOR REPRESENTATIVES (PSRS) TO THE REGIONAL AND PROVINCIAL DEVELOPMENT COUNCILS



As mandated by Republic Act No. 7160 (otherwise known as the Local Autonomy Act of 1992) and in accordance with Presidential Executive Order No. 325, as amended, non-government organization shall partner with national and local governemnt units in order to improve the delivery of basic social services to the people.....
